This study was co-financed by the governments of the United Kingdom and Japan under the Asian Development Bank regional technical assistance project Promoting Climate Change Adaptation in Asia and the Pacific and conducted by ICEM in close cooperation with the HCMC Department of Natural Resources and Environment.

The objective of the study was to assist HCMC People’s Committee in adapting to and coping with climate change and variability. HCMC is at serious risk of flooding, both from regular and from extreme climatic events such as tropical storms and typhoons. In response to the flooding challenges, major drainage and dike works are being planned to enclose HCMC.

This report provides predictions of climate change impacts on HCMC up to 2050, which underlines the need for an effective plan for HCMC to reduce the city’s vulnerability. The report recommends key areas for more detailed analysis and planning which is required within each sector and local government area.
