Climate Change Threat and Vulnerability Assessment of the Proposed Nam Ngiep Hydropower Project in Lao PDR

Project Description
The Nam Ngiep 1 Hydropower Project (NNP1) is a hydropower generation facility located in Lao PDR within the Nam Ngiep Catchment, a tributary of the Mekong River. Situated approximately 145 km northeast of Vientiane, the project includes a concrete gravity dam, a storage reservoir, a main and re-regulation power station, and transmission infrastructure. The dam is intended solely for energy generation and not for flood control. Recognizing the potential vulnerability of hydropower assets to climate risks, a climate risk assessment was commissioned for the project—marking the first of its kind for hydropower in Lao PDR and the Mekong region.

Objectives, Activities and Results
The primary objective of the assessment was to evaluate the vulnerability of NNP1 to climate variability and projected climate change, and to identify measures to enhance its resilience. The study assessed potential impacts on key project parameters such as runoff, sedimentation, dam safety, over-topping risks, and energy production. It also estimated the economic implications of these risks under different climate scenarios. Results were shared with the Asian Development Bank (ADB), project developers, and other stakeholders, supporting informed decision-making to integrate climate resilience into project design and operations.
