Project Description
As part of the ADB-financed Secondary Green Cities Development (SGCD) Investment Loan, the Mainstreaming Climate Resilience and Environment Protection for Secondary Green Cities Development Project aimed to enhance sustainable and climate-resilient infrastructure in Vietnam’s secondary cities. ICEM, in partnership with Nippon Koei and Nippon Koei Vietnam, implemented Output 2 to demonstrate sustainable urban development in Hue, Ha Giang, and Vinh Yen. The initiative, funded by the Global Environment Facility (GEF), supported the Ministry of Natural Resources and Environment (MONRE) as the executing agency and focused on integrating green infrastructure and climate-adaptive designs into city-level development planning.
Objectives, Activities, and Results
ICEM reviewed national technical standards and infrastructure projects to incorporate green infrastructure, hybrid approaches, and nature-based solutions. The team identified high-priority adaptation investments in all three cities, designed demonstration projects, and supported procurement and scaling strategies. Climate vulnerability assessments and cost-benefit analyses were conducted for selected green and hybrid civil works. Environmental pollution risks were evaluated, including water and air quality, and institutional capacity gaps in regulation enforcement were assessed. Recommendations were made to strengthen local environmental management. These efforts advanced climate-proofing and green infrastructure integration in Vietnam’s secondary cities while building institutional capacity for resilient urban development.
