Demonstration of Sustainable and Resilient Development in Hue, Ha Giang and Vinh Yen

As part of the broader Mainstreaming Climate Resilience and Environment Protection for Secondary Green Cities Development Project, ICEM, together with partners Nippon Koei and Nippon Koei Vietnam are implementing Output 2 – Demonstration of sustainable and resilient development in Hue, Ha Giang and Vinh Yen. This project falls under the Asian Development Bank (ADB) Secondary Green Cities Development (SGCD) Investment Loan which provides infrastructure that lays the basis for resilient and sustainable economic development and environmental improvement in Vietnam’s secondary cities, where there is a lack of resources for climate adaptation investments.

A key feature of the new initiative is the incorporation of green features into the broader SGCD project, and use of environmentally sustainable materials and methods to increase the climate and disaster resilience of engineering design, and implement high priority demonstration projects in the three cities.

The technical assistance is grant funded under the Global Environment Facility (GEF). The Ministry of Natural Resources and Environment (MONRE) is the GEF focal point and the Executing Agency for the technical assistance, with Output 2 administered by ADB.

Specific tasks include:

Output 2.1: Maximizing the opportunities for greening, environmental benefits and climate proofing investments, promoting green technical standards and approaches at national level by:

  • Reviewing the current technical standards and infrastructure projects to incorporate Green Infrastructure, Grey Green Infrastructure and Nature-based Solutions approaches into the SGDP designs, and develop new standards

     

    Output 2.2: Identifying high priority adaptation investment projects in the three cities, including

  • Developing designs and assisting with procurement for demonstration projects and recommending follow-on implementation and scaling actions

     

    Output 2.3: Demonstrate low impact and climate resilient development by:

  • Assessing the climate vulnerability of the cities and pipeline infrastructure projects;

  • Developing cost-benefit analysis for civil works involving green or green-grey elements

     

    Output 2.4: Building capacity in integrated and resilient development by:

  • Assessing the water and air quality and risks posed by environmental pollution in the three cities

  • Reviewing current environmental management regulations, monitoring tools and practices, regulation enforcement, and local capacity to implement regulations and providing recommendations for strengthening
