Project Description
To strengthen its disaster preparedness, the Royal Government of Bhutan (RGoB) launched the Disaster Preparedness Pilot Project (DPPP) in collaboration with the Gross National Happiness Commission, Department of Disaster Management (DDM), and the Swiss Red Cross. Despite a multi-stakeholder approach to disaster risk management, critical gaps remained in contingency planning, emergency response systems, and operational coordination. The project targeted improvements at all administrative levels—national, district, municipal, and local (gewog)—with pilot implementation in Punakha district and Gelephu municipality.
Objectives, Activities, and Results
The project aimed to enhance DRM capacity by developing planning tools, institutional infrastructure, and response readiness. A national Earthquake Contingency Plan was created to provide a standardized response framework. The team supported the establishment of a network of Emergency Operations Centres (EOCs), including facilities, operational procedures, and communication protocols. Search and rescue teams and emergency first aid volunteers were trained in the pilot areas. National-level simulation exercises were conducted to test response mechanisms, improve coordination, and identify areas for further strengthening. These activities provided Bhutan with practical tools and institutional models to replicate across other regions, ultimately contributing to a more resilient and prepared national disaster management system.
