Project Description
Lao PDR is rich in natural resources and home to some of Asia’s most extensive intact forest ecosystems. However, its landscapes and the livelihoods they support have faced growing threats from land-use change, climate change, and natural hazards. In response, the Government of Lao PDR prioritized natural resource protection and disaster risk resilience. As part of the larger Lao Landscapes and Livelihoods Project, ICEM supported the Ministry of Natural Resources and Environment with technical analysis and planning to enhance the disaster resilience of agricultural and forest systems in priority watersheds.
Objectives, Activities, and Results
ICEM conducted hazard exposure and vulnerability mapping for key socio-economic and ecological assets in selected watersheds. Through participatory workshops, the team identified and prioritized green, hybrid (green/grey), and non-structural solutions to strengthen the resilience of rural infrastructure and livelihoods. These measures were evaluated for technical feasibility, adaptation effectiveness, and cost-benefit potential. Results supported investment planning and informed national strategies for integrated landscape management and disaster risk reduction. Capacity-building workshops and knowledge-sharing events were held with local and national stakeholders, equipping them with tools to apply resilience-based approaches in watershed and land-use planning.
