Economic Instruments in Indonesia

Project Description
From 2008 to 2012, the Danish government supported Indonesia’s environmental governance through Phase II of the Environmental Support Programme. This phase emphasized building institutional capacity within public sector agencies to strengthen their ability to address environmental challenges. ICEM was engaged to provide technical expertise in improving core environmental management processes and promoting more effective planning and policy development mechanisms.

Objectives, Activities and Results
The project focused on enhancing the implementation of Environmental Impact Assessments (EIA), Strategic Environmental Assessments (SEA) in policy and development planning, and the use of Economic Instruments (EI) in environmental management. ICEM’s role included advancing technical protocols for Payment for Ecosystem Services (PES), developing approaches for calculating Green GDP, and leading capacity-building efforts for local government staff. These activities aimed to institutionalize environmental sustainability into Indonesia’s development frameworks and promote evidence-based, economically sound environmental decision-making.
