Enhanced Use of Disaster Risk Information for Decision Making in Southeast Asia – Myanmar Component

Project Description
This regional capacity-building project strengthened disaster risk-informed decision-making in five Southeast Asian Developing Member Countries—Cambodia, Lao PDR, Myanmar, Philippines, and Thailand—with the overarching goal of improving risk-sensitive public investment. In Myanmar, the focus was on integrating disaster risk management into urban planning processes in Mawlamyine, Myawaddy, and Hpa-An. The initiative, supported by ICEM, aimed to enhance institutional capacities and promote the use of flood risk data in urban development to foster resilient cities in flood-prone areas of Mon and Kayin States.

Objectives, Activities, and Results
ICEM implemented four outputs in Myanmar. First, a scoping assessment evaluated flood and climate risks and reviewed urban development policies. Second, flood risk maps for Mawlamyine were produced using ICEM’s Climate Change Adaptation Methodology (CAM), identifying vulnerable zones and assets critical to urban planning. Third, actionable recommendations were developed with local authorities, addressing infrastructure protection, early warning systems, and flood management, with guidance on integrating these into development plans and budgets. Finally, ICEM designed and delivered targeted training for national and city officials to build capacity in developing flood risk maps and applying them in planning processes. The project improved understanding and application of flood risk data, advancing resilient urban development practices in Myanmar.
