Project Description
Building on Nepal’s National Adaptation Programme of Action (NAPA), which outlines 43 adaptation measures across nine key profiles, the Strategic Program for Climate Resilience (SPCR) was launched to support long-term climate resilience through mainstreaming risk management in development. The initiative emphasizes integrating climate change safeguards into Nepal’s infrastructure and development planning. ICEM, in partnership with national firms METCON and APTEC, was engaged to provide technical support, including the development of policy tools and the integration of existing national programs such as the NCCSP, DRR, and REDD+ into a cohesive resilience framework.
Objectives, Activities and Results
The project aimed to embed climate risk management in government infrastructure projects, generate knowledge products, and support results-based adaptation learning. ICEM contributed by designing and implementing climate risk safeguards, supporting policy integration, and conducting research on traditional adaptation practices. Capacity building at the community and district levels helped ensure sustainable implementation. Knowledge management tools were developed and deployed, and SPCR outputs were monitored for effectiveness. These efforts directly supported climate-resilient development in Nepal and indirectly strengthened the enabling environment for long-term adaptation.
