Priority River Basins Flood Risk Management Project in Nepal

Project Description
To strengthen resilience against flood risks, the Government of Nepal, with support from the Asian Development Bank (ADB), prioritized investments in infrastructure, community preparedness, and early warning systems. As part of this effort, ADB engaged ICEM under a Transaction Technical Assistance (TRTA) project to build the capacity of Nepal’s Department of Water Resources and Irrigation (DWRI). The project focused on the development of a GIS-based Asset Management System (AMS) to enhance the monitoring, evaluation, and maintenance of flood protection infrastructure across high-risk river basins.

Objectives, Activities, and Results
The project was implemented in four phases. Phase 1 involved a comprehensive assessment of physical, environmental, institutional, and socio-economic conditions in key sub-basins. Phase 2 assessed integrated flood risk management (IFRM) capacity and stakeholder readiness, and identified local needs for the AMS. Phase 3 reviewed detailed engineering designs and methodologies for subprojects in West Rapti, Bakhara, Lakhandei, Mohana Khutiya, and Mawa Ratuwa. Phase 4 focused on building IFRM capacity through participatory training workshops and field-based learning activities. ICEM’s support improved institutional readiness and provided the technical foundation for sustainable flood infrastructure planning and management in Nepal.
