Strategic Mainstreaming of Ecosystem-based Adaptation in Vietnam

Project Description
Vietnam, a recognized biodiversity hotspot, is increasingly vulnerable to the combined pressures of land use change, climate change, and population growth. In response, the Government of Vietnam has emphasized biodiversity conservation and ecosystem-based adaptation (EbA) as integral to its climate mitigation and adaptation strategies. The project Strategic Mainstreaming of Ecosystem-Based Adaptation in Viet Nam—commissioned by the German BMUB and implemented by GIZ—focused on integrating EbA into provincial planning systems. The Ministry of Natural Resources and Environment (MONRE), through ISPONRE, led implementation, with ICEM supporting EbA vulnerability assessments in Quang Binh and Ha Tinh provinces.

Objectives, Activities and Results
The project aimed to support the mainstreaming of practical EbA solutions into land-use, socio-economic, and sector-specific planning (e.g. agriculture, forestry, and water resources) at provincial and community levels. ICEM conducted both macro-scale (top-down) and micro-scale (bottom-up) climate vulnerability assessments to identify socio-ecological hotspots and guide the development of EbA measures. At the provincial level, the team assessed climate risks and prioritized adaptation responses for integration into provincial plans. At the community level, participatory assessments informed the design of localized EbA interventions and guidance for incorporation into commune development strategies. The outcomes contributed to improved disaster risk reduction, strengthened ecosystem services, and enhanced livelihood resilience in the north-central provinces.
