Project Description
Mongolia is among the world’s most disaster-prone countries, facing frequent hazards including dzuds, dust storms, floods, wildfires, and earthquakes. To strengthen national resilience, this Technical Assistance (TA) project supported the development of key disaster risk management (DRM) information and knowledge products, with a strong focus on Disaster Risk Financing and Insurance (DRFI). Implemented in partnership with the National Emergency Management Agency (NEMA) and the Department of Disaster Risk Management (DRMD), the TA helped integrate DRM into national development planning, while promoting risk reduction and financial resilience in line with the Sendai Framework for Disaster Risk Reduction.
Objectives, Activities, and Results
ICEM contributed to four core outputs. First, multi-hazard risk assessments were conducted at both national and provincial levels. Second, a DRM training program was developed and delivered to support DRR planning and mainstreaming. Third, a national disaster risk financing strategy was formulated alongside revisions to the draft disaster risk insurance law. Fourth, institutional, technical, and management capacities were strengthened across ministries and local governments. The project enhanced Mongolia’s ability to manage existing and emerging risks through replicable, evidence-based tools, and provided practical mechanisms for disaster risk transfer, insurance, and long-term resilience planning.
