Strengthening Environmental Management and Land Administration

Project Description
ICEM was part of a consortium of three international organizations providing technical support to the five-year Strengthening Environmental Management and Land Administration (SEMLA) program in Vietnam. This flagship initiative was designed to improve environmental governance and land administration at national, provincial, and local levels. The project aimed to provide more effective services in pollution reduction and land management, focusing on promoting equitable land registration and land use systems while enhancing environmental planning and rehabilitation processes.

Objectives, Activities and Results
The program’s national component focused on building institutional capacity to develop and implement enabling policy and legal frameworks for environmental and land governance. At the provincial level, the goal was to enhance natural resource planning and management capacities in selected provinces. Activities included strengthening pollution control mechanisms, improving land information systems, and promoting participatory approaches in land use planning and environmental decision-making. The results included more transparent land registration processes, enhanced pollution control measures, and stronger coordination between environmental and land administration authorities.
