Project Description
ICEM, in collaboration with NIRAS and RCEE, was contracted by the Asian Development Bank to support Vietnam’s National Target Program to Respond to Climate Change (NTP), specifically in the energy and transport sectors. Launched in 2012, the two-year initiative was among the first in Southeast Asia to integrate climate change mitigation and adaptation on this scale. The project targeted national ministries—namely the Ministry of Industry and Trade (MOIT) and the Ministry of Transport (MOT)—and local administrations in Thanh Hoa Province, Ho Chi Minh City, and Da Nang City, aiming to reduce greenhouse gas emissions and improve climate resilience in infrastructure and productivity.
Objectives, Activities and Results
The project’s key objective was to build the capacity of national and local governments to design and implement climate adaptation and mitigation measures. ICEM’s contributions included developing NTPCC action plans, conducting climate change vulnerability assessments using its CAM methodology, and producing a Climate Change Risk Atlas. Action plans were tailored to the transport and energy sectors and developed with extensive stakeholder participation. The project also focused on strengthening institutional capacity through training and technical support, piloting adaptation and GHG reduction measures, and implementing a communications strategy to raise public and policymaker awareness. These efforts provided a replicable framework for mainstreaming climate change into Vietnam’s national, provincial, and urban planning systems.
