Accelerating Climate Resilience in Agriculture, Natural Resources and the Environment

Project Description
Climate change severely affected the Philippines, particularly its agriculture, natural resources, and environment. From 2010 to 2020, climate-related disasters cost the government PhP 506.1 billion (US$10 billion), with agriculture accounting for 68% of the damage. Rising sea levels, erratic rainfall, soil degradation, and shifting pest patterns reduced food production and harmed terrestrial and marine ecosystems. Degraded forests, biodiversity loss, saltwater intrusion, and declining mangrove and coral health impaired ecosystem services. In response, the Philippine government and the Asian Development Bank launched the Climate Change Action Program (CCAP) to advance national climate commitments and enhance adaptation and mitigation efforts across priority sectors.

Objectives, Activities, and Results
The NIRAS-ICEM Joint Venture supported key agencies, including the Department of Agriculture and Department of Environment and Natural Resources, to accelerate CCAP implementation. Technical assistance focused on strengthening planning, financing, and institutional coordination; enhancing resilience in agriculture and natural resources; and promoting low-carbon development. Key outcomes included institutionalizing climate-resilient agriculture, advancing organic farming, improving agricultural insurance, and developing climate-smart technologies. The team delivered roadmaps, policy guidance, digital platforms, and capacity-building workshops to bolster climate resilience. These efforts supported the government in operationalizing national climate policies and strengthening the country’s ability to manage climate risks effectively.
