About: The NIPS, Vietnam focuses on the manufacturing sector. This was the most comprehensive assessment of industrial pollution in the country to date.

The NIPS involved an analysis of Vietnam’s economy and major policy influences and trends; a description of the industry sector, its structure, projections and economic challenges; and an analysis of the industry sector’s past and current environmental performance including a sub-sector and geographic breakdown. Emissions were estimated based on projected changes and industry sector growth with an environmental assessment of its impact at national, economic triangle and provincial levels.

The Project’s policy and institutional analysis included a description the of government’s response to industrial pollution in terms of policies, institutions, tools and resources; an analysis of what information was missing; and identified approaches available to fill the gaps. Recommendations were made to improve the industry sector’s environmental performance. ICEM utilized SEA methodology for the study.

The main components included:

• A description of Vietnam’s economy and major policy influences and trends

• An analysis of the industry sector’s past and current environmental performance including a sub-sector and geographic breakdown
• Emissions estimates over the next ten years based on projected changes & growth in the industry sector
• An EIA of pollution projections at national, economic triangle and provincial levels
• A description of government’s policies, institutions, tools & resources in response to industrial pollution
• An analysis of the information gap in the government response and approaches available to fill the gaps
• Recommendations to enhance the industry sector’s environmental performance
