Mekong Delta Bridges: Rapid Climate Change Vulnerability and Adaptation Assessment

Project Description
The Mekong Delta Bridges: Rapid Climate Change Vulnerability and Adaptation Assessment (VA Study) was conducted as part of the broader ADB Central Mekong Delta Connectivity project, a USD 900 million investment aimed at improving strategic transport infrastructure in Vietnam. The goal was to enhance connectivity between the agriculturally rich Mekong Delta and major regional hubs such as Ho Chi Minh City, Phnom Penh, and Bangkok. ICEM was contracted to conduct a rapid vulnerability and adaptation assessment to inform climate-resilient infrastructure planning.

Objectives, Activities and Results
The VA Study aimed to integrate climate change risk management into the detailed design of key project components and to pilot-test a rapid vulnerability assessment methodology for transport infrastructure. Conducted over six months, the study provided the technical and economic justification for adaptation responses, forming the basis for an ADB application to the Nordic Climate Facility. The results not only informed the Central Mekong Delta Connectivity Project but also offered a replicable framework for future transport infrastructure projects in Vietnam and the wider region.
