Climate Change Adaptation and Mitigation

Resilience in Action: Climate Solutions for a Changing Region

ICEM supports governments, communities, and development partners across the Asia-Pacific to design and implement effective strategies for climate change adaptation and mitigation. With nearly three decades of regional experience, our work bridges science, policy, and practice to build resilience, cut emissions, and protect ecosystems.

We apply integrated, nature-based, and inclusive approaches to address the complex risks posed by a changing climate. From vulnerability assessments to adaptation pathways and low-carbon development strategies, ICEM supports planning and implementation at local, national, and transboundary levels.

Our expertise spans climate-resilient infrastructure, ecosystem-based adaptation, renewable energy, sustainable agriculture, and disaster risk reduction. We combine rigorous analysis with participatory engagement to ensure solutions are evidence-based, context-specific, and inclusive.

Using tools like climate and scenario modelling, GIS-based multi-criteria analysis and risk mapping, and cost-benefit analysis, ICEM helps partners understand climate impacts, set priorities, and make informed adaptation decisions. We also build capacity and strengthen knowledge systems for sustained climate action.

This page highlights our work on adaptation and mitigation, including ICEM’s Climate Change Adaptation and Mitigation (CAM) methodology—a flexible, field-tested framework rooted in decades of experience. CAM blends international best practices with practical tools tailored to the region’s unique socio-environmental context.

THE FIVE-STEP CAM PROCESS

SCOPE

Define Scope – Identify focus sectors, systems, and geographic area.

BASELINE

Baseline Assessment – Analyse current status, trends, and drivers.

VULNERABILITY

Impact & Vulnerability Assessment – Assess exposure, sensitivity, and adaptive capacity.

RESPONSE

Identifying adaptation options to address the vulnerabilities of strategic assets and systems, choosing between them and drawing up adaptation plans and projects
