Strategic Environmental Assessment (SEA) of Rayong Province Master Plan & Revision of Thai Draft SEA Guidelines

Summarizes the methodology and documents the activities and outputs of the scoping phase.
Includes full chapters on each of the thirteen strategic themes identified in the scoping phase, describing past trends and status. This includes economic activities, demographics and social issues, and environmental and natural resources.
This report assesses the Rayong Provincial Development Plan (RPDP) through a multi-criteria analysis (MCA) against the framework of SEA sustainable development objectives. Baseline trends in each strategic theme are assessed for a ‘Business as Usual ‘scenario and full RPDP implementation scenario.
This final volume of the pilot SEA provides measures for inclusion in the current and next RPDP as well as in other plans that influence provincial development.
This final report was prepared with the Thai National Sub-Committee on SEA Guidelines for the National Committee for Sustainable Development. This document was prepared for Thailand’s National Economic and Social Development Council (NESDC) and the Asian Development Bank (ADB) by an ICEM team engaged to undertake the technical assistance project TA 9204-THA Phase 2: Strategic Environmental Assessment (SEA) of the Rayong Provincial Development Plan, and Revision of the Thai Draft SEA Guidelines.
